Information Systems Manager (M/F)
About the position
Our client is a distinguished foundation in the field of medical research.
Recognized as being of public utility, its various research projects contribute to major advances in scientific and medical research, in France and in Europe.
In search of new talent, its general management is recruiting its future Information Systems Manager (M/F) on a permanent contract.
This position is based at the Foundation's headquarters, located in Ile de France, in Villejuif (94).
Attached to the Administrative and Financial Department, you are responsible for defining and implementing the IS policy, guaranteeing the maintenance in operational and security conditions and the evolution of the Foundation's information systems.
Your tasks:
- Define the IS policy of the Foundation, in conjunction with the DAF and the General Management and ensure a permanent role of analysis, advice and assessment of IS risks.
- Carry out a technological watch in order to anticipate developments and propose acquisition, development, integration and security projects in line with the business needs and the strategy of the Foundation.
- Evaluate the needs in external resources, define the strategy and decline it (specifications, calls for tenders, etc.).
- Supervise and monitor the activity of the IS department (2 people):
- Plan and organize the work of the IT team. You are responsible for the quality of user support.
- Ensure the budgetary follow-up of the IS department.
Set up and monitor quantitative and qualitative indicators of IS activity, both internal and external.
Analyze the indicators and implement corrective actions if necessary.
Monitor and control the quality of subcontractor services and the consistency of the contractual relationship.
Organize and supervise the entire IT infrastructure and control the consistency of all systems.
- Contribute to compliance with laws and regulatory requirements such as GDPR.
Information system security:
- Guarantee the IT security of the Foundation, by defining and implementing an IT security policy.
- Guarantee the reliability, confidentiality and integrity of information systems.
- Ensure the response and enforceability of the systems and measures implemented as part of the various audits and control reviews.
Project management:
- Assess IT investment needs and ensure their implementation.
- Ensure the link between the IS service and the Foundation's business departments or services in order to understand their needs, strategic orientations and anticipate changes.
- Support the implementation of IT projects for the entire Foundation:
collect and study business needs, ensure project planning, monitor execution, schedules, budget, closing and carry out the quantitative and qualitative assessment
Required profile
You present a strong interest by the associative world, the not-for-profit sector. Of a committed and altruistic nature, you want to give more meaning to your job.
You hold at least 10 years minimum in a transversal IS function with IT team management acquired in business, in SSII/ESN or consulting company.
With a higher education in computer science, you have proven experience in managing operating systems as well as in supervising development services.
You know how to understand the functional and application issues related to the technical environment.
You master the standards and requirements for the management of information systems and internal IT control (Cobit, ITIL).
You know IT security standards and benchmarks (ISO 27001, NIST, etc.) as well as project management methodologies (AGILE, cycle V, etc.)
A true manager, you are organised, methodical and rigorous in the management of your projects.
Your excellent relationship allows you to exchange with both technical and business profiles.
A human and attentive leader, you know how to federate your teams and make them evolve, while preserving a healthy and trusting atmosphere within your department.
